Boeing has also struck a separate deal, while Amkor plans to open a new factory near Hanoi to assemble, package, and test AI chips. Vietnam, known for its fast-growing economy, has recently transitioned to a more open economic model, making the United States one of its largest export markets. This AI-focused partnership with the U.S. has elevated their bilateral hierarchy ties. Previously, China, Russia, India, and South Korea occupied this position. These developments come at a time when various governments are competing to develop and deploy advanced AI systems, particularly between the U.S. and China. In October 2022, the Biden administration imposed an export ban on high-powered semiconductor chips going to China, and they are considering further tightening restrictions. Additionally, China recently implemented new AI regulations, leading to the release of over 70 AI models with billions of parameters.
