A quartet of U.S. Senators has penned a letter to the Federal Trade Commission's (FTC) Chair, Lina Khan, querying the FTC's approach towards monitoring the usage of artificial intelligence (AI) in fraudulent schemes that prey on the elderly. Senators Robert Casey, Richard Blumenthal, John Fetterman, and Kirsten Gillibrand, in their correspondence with Khan, emphasized the significance of addressing and counteracting AI-abetted fraud and trickery. The senators underscored the necessity of recognizing and understanding the breadth of this security menace to effectively mitigate it. They requested the FTC to reveal its procedures for gathering and cataloging data on AI-orchestrated scams to ensure its accurate representation in the FTC’s Consumer Sentinel Network (Sentinel) database. The Sentinel is an investigative online toolkit of the FTC used by law enforcement authorities at all levels, recording an array of scam reports. The senators presented FTC's Chair with four inquiries about AI-fraud data gathering techniques. They wished to discern whether the FTC could spot and correctly tag AI-generated scams in the Sentinel. Furthermore, they asked if the Commission can identify AI-produced scams that fall under the victims' radar. The senators inquired about a categorized review of Sentinel’s data to figure out the prevalence and success ratio of each type of fraud. Their last question sought to understand if AI is utilized to analyze the data amassed in the Sentinel. Senator Casey also leads the Senate's Special Committee on Aging, responsible for examining issues pertinent to elderly Americans. Meanwhile, on November 27, the U.S., the U.K., Australia, and 15 other nations collectively issued global guidelines to safeguard AI models from tampering. The directives encouraged firms to make their models "secure by design", without mentioning controls for image-generating models, deep fakes, or data gathering methods for model training. These directives primarily advised stringent control over AI model infrastructure, regular inspection for any manipulation of models before and after their release, and staff training on potential cybersecurity hazards.
