UNESCO and Dutch Authority Launch Project for Ethical Supervision of AI in Europe

The project, known as “Supervising AI by Competent Authorities,” is intended to gather insights about how AI is being managed across Europe. This project is financed by the European Commission’s Technical Support Instrument (TSI). The gathered information will eventually feed into a comprehensive set of recommendations for implementing best practices. Assistant Director-General for Social and Human Science of UNESCO, Gabriela Ramos, emphasized the societal dimension of this discourse, stating that it's about defining the world we aspire to create. In order to steer AI technological progression, she noted the importance of robust governance structures that are based on widely cherished ethical and moral values. This project is not only meant to identify best practices but also to structure future training initiatives aimed at enhancing institutional comprehension of the subject. In November 2021, UNESCO played a substantial role in developing AI ethical guidelines, which its member states accepted in principle. The recent initiative by UNESCO is a follow-up to the EU’s AI Act, passed in parliament in June 2022. This Act represents a broad array of rules governing AI advancement within EU boundaries. The Act was overwhelmingly endorsed by parliament following its introduction in April by the European Commission. Currently, parliament and the member states are in discussions to fruitfully finalize the specifics. Additionally, an initiative for AI startups was launched just after the project was approved in the parliament permitting quick access to powerful computing resources. Several countries in Europe, including Spain and Germany, have been assessing and formulating their own AI regulations and development strategies. Spain, on August 25, disclosed its plans for a dedicated AI regulation agency and a nationalized strategy to ensure that AI progress is inclusive, sustainable, and oriented toward its citizens. German politicians and digital experts, nonetheless, exhibit diverse perspectives on optimal strategies for the management and deployment of AI technology.
