Hall recently wrote a piece for the Telegraph detailing some chatbots experiments he had conducted on the Character.AI system. His findings highlighted the fact that terrorist chatbots are not merely fictional but exist in reality. As per his study, Hall came across chatbots that could replicate terrorist language and recruitment talk easily accessible on the platform. One of the chatbots was reported to have been developed by an anonymous user and was observed to generate messages supportive of the "Islamic State" - an entity often associated with groups that the UN has identified as terrorist organisations. This chatbot not only attempted to recruit Hall but also pledged to sacrifice its 'virtual' existence for the cause. Hall expressed scepticism over the ability of Character.AI's workforce to rigorously scrutinise every chatbot on the platform for extremist content. Nonetheless, this hasn't deterred the Californian start-up from planning to raise substantial funds of about £3.9 billion ($5 billion) according to Bloomberg. Character.AI, on its part, discourage any terrorist or extremist content with their terms of service, which needs acknowledgment by the user to engage with the platform. A representative of the company also confirmed their commitment to user safety with various training interventions and content moderation techniques used to avoid any likely harmful content. Hall, however, voiced concerns over the flawed attempts by the AI industry to curb users from developing and training extremist-bot ideologies. He concluded that certain laws are necessary to deter reckless online behaviour, and thus he pushes for updated terrorism and online safety laws that can hold big tech firms accountable in extreme cases related to harmful, AI-generated content. While his opinion piece doesn't make a formal suggestion, Hall noted that neither the U.K's 2023 Online Safety Act nor the 2003 Terrorism Act cover content specifically originated by modern chatbots. In the United States, similar calls for laws that allocate human legal responsibility for potentially hazardous or illegal AI-generated content have garnered mixed responses from authorities and experts. Last year the US Supreme Court refused to change existing protections under Section 230 for third-party content platforms, despite the advent of new technologies like ChatGPT. Analysts, including those at the Cato Institute, warn that exempting AI-produced content from Section 230 protections might lead developers to abandon their AI projects because the unpredictable behavior of these models makes it nearly impossible to ensure they don’t violate any regulations.
