U.S. Lawmakers Rally for Legislation Against Non-Consensual Deepfakes Amid Taylor Swift Image Scandal
Summary:
Following the recent spread of fake explicit images of singer Taylor Swift, American legislators are pushing for a legislation against the production of deepfakes. U.S. Representative Joe Morelle strongly condemned the distribution of such images and highlighted a proposed law—Preventing Deepfakes of Intimate Images Act—that seeks to criminalize non-consensual deepfakes. Using AI technology, deepfakes alter one's facial features or body to create manipulated videos. Increasing concerns have been voiced in relation to the potential negative impacts of AI-generated content, with the Canadian Security Intelligence Service also expressing concern over disinformation campaigns using AI-generated deepfakes. A United Nations report listed AI-generated media as a significant threat to information integrity.
In the wake of the dissemination of fake explicit images of popular singer Taylor Swift, American legislators are calling for a law condemning the creation of deepfakes. Such images have been noticed on multiple online platforms among which include X and Telegram. Condemning the spread of these images, U.S. Congressman Joe Morelle expressed his indignation via a post on his X account. He emphasized the urgency of adopting the Preventing Deepfakes of Intimate Images Act, an act he brought to the fore that would term the non-consensual creation of deepfakes as a federal offense. Technology known as Artificial Intelligence (AI) is employed in deepfakes to alter a person's facial features or body to create manipulated videos. Despite no national laws governing the creation or distribution of deepfake images, steps are being taken by some lawmakers to confront this pressing concern.
Posting images of Non-Consensual Nudity (NCN) on X is severely forbidden and we have no tolerance towards such behavior. According to Democratic Representative Yvette D Clarke, the predicament faced by Taylor Swift isn't unprecedented. She underlined that women have long been prey to such misuse of technology, with the creation of deepfakes becoming increasingly accessible and inexpensive owing to continuous advancements in AI.
X, in an official statement, mentioned that they are taking stern action against those distributing the images by removing them and monitoring the situation to swiftly react to any further violations to ensure content withdrawal. The UK has made the distribution of deepfake pornographic content illegal through the incorporation of the Online Safety Act in 2023. Last year's State of Deepfakes report unveiled that the majority of deepfakes present online are pornographic, with almost all victims being women.

Canada’s leading national intelligence organisation, the Canadian Security Intelligence Service (CSIS), has also voiced its apprehension over disinformation campaigns on the internet that make use of AI-generated deepfakes.
In a report released on June 12, the United Nations spotlighted AI-generated media as an emerging threat to the authenticity of information online, especially on social media platforms. The report stressed that due to the swift pace of technological progress, primarily in generative AI, the threat of online falsehoods, with a particular focus on deepfakes, is mounting.
