Meta Outlines Plan to Curb AI Misuse in Elections Ahead of 2024 EU Polls

Meta, the company that owns Facebook and Instagram, has described its plan to tackle the abuse of AI in an effort to maintain the credibility of elections on its platforms, ahead of the European parliamentary elections in June 2024. In a blog post published on February 25th, Meta's Head of EU Affairs, Marco Pancini, emphasized that the "Community Standards" and "Ad Standards" that govern the platform will also apply to AI-created content. He went on to say that content produced by AI is suitable for review and rating by independent fact-checkers, and a rating will indicate if the content has been “altered,” denoting the modification or fakery of audio, video, or imagery. At present, Meta's policies stipulate that photorealistic images created using Meta’s in-house AI tools should be clearly marked. Meta also unveiled its plans to label AI-created content made using other platforms such as Google, OpenAI, Microsoft, and Adobe that users post on any of its platforms. Meta also announced its plans to introduce a feature that lets users indicate when they have shared AI-produced video or audio. Failing to do so may result in penalties. In particular, advertisers using AI to alter or create political, social, or election-related ads must disclose this. In the blog post, it was reported that between July and December 2023, Meta took down 430,000 ads across the EU for not including a disclaimer. This issue has gained attention as numerous global elections are slated for 2024. Before this recent update, both Meta and Google shared their views on regulations regarding AI-constructed political ads on their platforms. On December 19, Google announced it would restrict answers to election queries on its AI chatbot Gemini in the run-up to the 2024 US presidential election. OpenAI, the creator of the widely used AI chatbot ChatGPT, also sought to alleviate fears about AI meddling in worldwide elections by establishing internal standards to oversee activity on its platforms. On February 17, 20 companies, including Microsoft, Google, Meta, and OpenAI, signed a commitment to tackle AI election interference, acknowledging the potential risk if not managed. Around the world, governments have also taken steps to combat AI abuse ahead of regional elections. The European Commission launched a public consultation on proposed election security guidelines to mitigate democratic threats from generative AI and deepfakes. In the US, AI-produced voices in automated phone fraud were outlawed and declared illegal following their use in scam robo-calls involving a deepfake of President Joe Biden, which was misguiding the public.
