As of Dec. 7, negotiators have settled on a set of checks and balances pertaining to generative AI tools like ChatGPT by OpenAI Inc, and Google’s Bard, following a lengthy negotiation period. The potential for misuse of this technology has also spurred the pursuit of regulatory measures in countries like the U.S., U.K., China, and international alliances such as the G7, all eager to keep pace with rapidly progressive AI advancements. The Australian government in June addressed the situation by initiating an eight-week inquiry into the need for restrictions on any "high-risk" AI tools. This consultation period got extended till July 26. The intention here was to gather feedback on ways to encourage safe and responsible AI application. The government explored various solutions ranging from voluntary measures such as ethical frameworks, to specific regulations, or a combination of both. In a set of temporary regulations instated August 15, China announced oversight measures for the generative AI industry. These rules require AI service providers to undergo security evaluations and receive approval before launching AI products for public consumption. On August 31, four leading Chinese tech firms—including Baidu Inc and SenseTime Group—introduced their AI chatbots to the public, having secured the necessary government permissions. In related news, it was reported that France's privacy watchdog, CNIL, launched an investigation in April following numerous complaints about ChatGPT. This took place after a brief ban on the chatbot in Italy, on suspicion of privacy violation. An overlook of warnings issued by human rights groups was also noted. On Nov. 22, Italy's Data Protection Authority, a domestic privacy regulator, started an evidence-gathering investigation examining data collection methods used for training AI algorithms. This inquiry aims to verify the enforcement of appropriate security measures on both public and private websites to prevent the 'web scraping' of personal data, a common practice exploited for AI training by unauthorized entities. Countries like the United States, the United Kingdom, Australia and 15 others have recently issued worldwide guidelines promoting the safeguarding of AI models against tampering.
