European Commission Proposes Initiatives to Support AI Startups and Boost Innovation

This decision follows the consensus in December 2023 on the EU AI Act, the world's first all-encompassing law governing powerful AI models like Microsoft-backed ChatGPT and Google's Bard.
During her 'State of the Union' address in September 2023, the President of the European Commission, Ursula von der Leyen, disclosed plans for a unique initiative to make Europe's supercomputers accessible to cutting-edge European AI startups. Additionally, in November 2023, the Commission initiated the Large AI Grand Challenge, a competition aimed at supporting AI startups with financial aid and supercomputer resources. The Commission explained that AI Factories, or one-stop shops, would provide AI startups and researchers with support in creating algorithms, testing and validating large-scale AI models, and accessing high-tech AI supercomputers.
In addition to these steps to boost AI startups and innovation, the Commission plans to establish an AI Office. The role of this office would be to govern the development and coordination of EU AI policies and monitor the adoption and enforcement of the new AI Act.
Furthermore, the Commission proposes an EU AI Start-Up and Innovation Communication initiative, aiming to generate an added total investment of around €4 billion by 2027 from both public and private sources. Working with various member states, the Commission has created two European Digital Infrastructure Consortia (EDICs). The first, called the Alliance for Language Technologies (ALT), focuses on addressing the lack of European language data for training AI and assists in developing large language models, preserving linguistic diversity. The second consortium, CitiVERSE, focuses on utilising cutting-edge AI tools to create and enhance Local Digital Twins for Smart Communities, supporting cities in simulating and optimising processes like traffic and waste management.
