EU Mulls Over Additional Regulations on Major AI Systems, AI Act Pending

The European Union is reportedly considering additional regulations on the biggest artificial intelligence (AI) systems, as per a Bloomberg report. The European Commission, the European Parliament, and various EU member states are apparently deliberating on the potential impact of major language models like Meta's Llama 2 and OpenAI's GPT-4. They are also contemplating whether these systems warrant further restrictions within the forthcoming AI Act. Insiders suggest that the aim is to safeguard new startups from excessive regulations whilst ensuring larger models are properly regulated. It is understood that the agreement discussed by negotiators remains preliminary at this stage. The AI Act and the proposed regulations for major language models would mirror the EU’s approach in their Digital Services Act (DSA). The recently implemented DSA mandates platforms and websites to adhere to user data protection standards and monitor for illegal activities. But the biggest web platforms face even sterner regulations. Large companies like Alphabet Inc. and Meta Inc. had until the 28th of August to upgrade their service practices to align with the new EU standards. In contrast, China implemented its AI regulations in August 2023. As per the EU’s AI rules, companies creating and implementing AI systems would be required to conduct risk assessments, label AI-generated content, and are explicitly prohibited from using biometric surveillance, among others. However, enactment of the legislation is still pending, and EU member states can rebut any proposals put forward by parliament.
