EU Council to Revise EuroHPC Rule: Supercomputing Boost for AI Development Expected

Algoine News
Summary:
The European Union's Council is set to alter the existing rules governing the EuroHPC, which regulates supercomputer use for AI development. The modification aims to establish AI factories offering enhanced infrastructure for AI supercomputing services and assisting AI startups. The proposal also includes special access provisions for supercomputers, primarily benefiting SMEs and startups. Future AI supercomputers will focus on creating and analyzing large-scale AI training models and applications. This change aligns with the broader AI initiative launched by the EU, geared towards boosting Europe's AI competencies.
The European Union's Council recently publicized their intention to rework the existing guideline overseeing the European High Performing Computer Joint Undertaking (EuroHPC). This pertains to the utilization of supercomputers in the realm of Artificial Intelligence (AI). On May 24, advancements were drawn up to this rule, which included the inclusion of constructing and administrating local AI factors. The EU highlighted the boon of additional infrastructure that this task would ensure for AI supercomputing needs. The Commission's suggestion leading to this change strengthens the foundation set by EuroHPC, which came into existence in 2018 to steer the course of European supercomputing projects. At present, EuroHPC supervises nine supercomputers throughout Europe, developed since the inception of the project. The proposed AI units will further augment this mission. A broader supercomputing capacity within the EU would offer a substantial resource for AI start-ups, fostering growth and training. Willy Borsus, Wallonia's vice-president and Economics, Research, and Innovation Minister, lauded the collaborative approach for this achievement. "Europe thrives on unity, this setting the stage for significant accomplishments. Our world-class supercomputers are a testimony to this, and we anticipate enhancing the results of these powerful infrastructures through reliable AI." The Council urges the EuroHPC Governing Board to ratify special access provisions for these AI supercomputers, primarily favoring startups and small-to-medium enterprises. Five years after acceptance testing, hosting entities can claim ownership of these machines. These AI supercomputers will predominantly focus on the creation, examination, evaluation, and validation of large-scale AI training models and budding AI applications, thereby amplifying AI solutions within the Union. This suggested guideline will undergo a legal examination, followed by approval, and then it will get publicized in the Official Journal of the European Union. The regulation will come into effect twenty days after its publication. This advanced proposition by the Commission forms a vital part of a broader AI initiative revealed by the EU's president, Ursula von der Leyen, indicating a tactical step to reinforce Europe's AI competencies. The EU has been pioneering the development of AI strategies to be executed across the region. The EU approved their milestone AI Act in March 2024, representing the first-ever comprehensive set of AI regulations aiming at secure and ethical AI evolution in the region.
