Steve Padilla, a California State Senator, has proposed two bills designed to establish an "ethical and secure framework" for artificial intelligence (AI) service providers collaborating with the state. These two bills were presented on January 3rd, but no comprehensive documents have been published yet. Senate Bill 892 demands that the Department of Technology set up AI service standards revolving around safety, privacy, and nondiscrimination. These rules would be obligatory for each AI firm working in partnership with state institutions starting August 1, 2025. Senate Bill 893 lays down the requirements for the Government Operations Agency (GovOps), the Governor’s Office of Business and Economic Development (Go-Biz), and the Department of Technology to set up the AI Research Hub. Working in synergy with local educational hubs, this center aims to accelerate the research, creation, implementation, and usage of AI science for the public's welfare. In speaking about his plan, Senator Padilla reminded everyone of California's exceptional economical control over the tech firms the state uses, hinting at the necessity of robust regulations for an industry: “While California’s reputation as a technology hub is something to take pride in and while maintaining ethical, safety standards is critical, it is not acceptable for a handful of monopolies to dictate the future of AI. AI’s potential is something that should be beneficial for everyone in our society, and strong public investments are required to keep it from coming under the control of just a few wealthy individuals." These Senate Bills 892 and 893 are not the recent first attempts to commandeer AI laws in California. In the past September, Ash Kalra, a California State Assembly member, brought forward a bill to safeguard actors, artists, and entertainers from AI. The bill demands informed consent clause in employment contracts relating to digital cloning.
