According to the factsheet, these modifications reflect significant advancements aligned with the president's directive to safeguard Americans from potential hazards posed by AI technologies. Among the notable updates is the incorporation of the Defense Production Act, which mandates AI developers to relay "critical information," including AI safety test results, to the Department of Commerce. As part of the updates, companies are now required to disclose information on their most advanced AI technologies, as well as report significant computational clusters used for training these systems. Another key accomplishment recorded in the factsheet is the introduction of a preliminary regulation, which obliges US-based cloud computing firms to disclose when they contribute computing power to foreign AI training. Moreover, nine federal agencies have successfully carried out risk evaluations, which encompass the application of AI in each critical infrastructure sector. These evaluations will form the foundation for future federal action, as stated in the factsheet. Commenting on the developments, Jamie Nafziger, the head of Dorsey & Whitney's international law firm's "Cybersecurity, Privacy and Social Media Practice" group, said this initial evaluation process will be repeated yearly. Nafziger also mentioned that measures have been implemented to streamline the recruitment of international AI talent in the US. In addition to safety-centered goals, the factsheet underscored new initiatives and breakthroughs in the past 90 days aimed at "attracting and training employees with AI skills." The strategies include a partnership between the National Science Foundation (NSF) and Nvidia to further AI development, the initiation of an AI Talent Surge to encourage AI workforce augmentation within the federal government, and the formation of an AI task force within the Department of Health and Human Services to formulate policies promoting AI innovation in healthcare. According to Nafziger, the US has either fulfilled or surpassed the numerous requisites set for the initial three months in the executive order and expects to see additional elements of President Biden's directive launched by June 2025.
